According to the ordinance of the Ministry of Interior and Administration of June 7, 2010 “on fire protection of buildings, other structures and areas”:

§ 21.3 Valves 52 located in places where they may be exposed to damage or devastation, are placed in metal protective cabinets compliant with the requirements of Polish Standards, with a lock compliant with Polish Standards, opened with a fire hatchet head.

The key allows for easy and quick closing / opening of the cabinet after assembly work, during annual valve inspections or maintenance works.
